This briefing outlines the creation and history of the semi-autonomous state of Puntland, encompassing seven regions of northeastern Somalia. It describes the brewing crisis in the region, including the issue of disputed territories with Somaliland, the Islamist threat, piracy and various socio-economic problems. To halt the precipitous decline in security and political stability, the briefing argues, Puntland must improve governance and reestablish the intra-clan cohesion it enjoyed at its founding.
