This report draws two scenarios for the future of Cyprus, arguing that the window of opportunity for a bizonal, bicommunal settlement will close by April 2010. The authors examine the negotiating issues at stake and the outside actors which have an influence on the Cyprus issue. In order for a federal solution to be found, the report recommends the two Cypriot leaders stand shoulder to shoulder to overcome domestic cynicism and complete the talks. Turkey and Greece must break taboos preventing full communication with both sides on the island and EU states must rapidly engage in support of the process.
