This publication is the first in a series of annual updates on the EU's performance in human rights debates at the UN, and covers the UN Assembly sessions from September 2008 to July 2009. It analyzes voting behavior of UN member states, noting which states have increasingly tended not to vote with the EU. The authors discuss elections to the Human Rights Council, the Durban Review Conference of April 2009 and crisis diplomacy. The publication then discusses how the EU can prevent further erosion of European influence at the UN.
