This briefing examines the Serbian government's policy regarding two delicate issues: Cooperation with the International Criminal Tribunal for the Former Yugoslavia in the Hague (ICTY), and the unresolved status of Kosovo. The likelihood of Serbia joining the EU is largely determined by its policy on these issues. In this respect the authors find that continued international pressure is key to ensuring that Serbia complies with the ICTY, and that economic and political reforms take place.
