This briefing examines the leadership of the president of the Palestinian Authority, Mahmoud Abbas. It discusses a number of issues, including his willingness to reform the political system and his ability to exert influence on the peace process. The authors find that while Yassir Arafat had the necessary power but was unwilling to make institutional changes, President Abbas is willing but lacks the power.
