This report discusses the events that led to the March 2005 popular revolt in Kyrgyzstan that ended President Askar Akaev's 14-year rule. However, the authors also stress the need for political and economic reform by the leaders that will be elected in July 2005. Only by initiating a process of constitutional change can Kyrgyz citizens avoid the resurrection of Akaev's system of rule.
