This report examines the deteriorating security situation in Haiti. So-called spoilers, who have much to gain from fomenting violence, insecurity, and political instability, do not want the transition of Haiti to a peaceful, democratic state to succeed. The report offers recommendations for the transitional government and the UN and its peacekeeping mission MINUSTAH on how to cope with the many interrelated causes of the enduring conflict.
