This report discusses the March 2005 parliamentary elections in Zimbabwe, which were supposed to return the country to democratic rule, but according to a number of observers, were neither free nor fair. Besides discussing the fraudulent electoral strategies of the ruling party, the report also examines the international reaction to the vote. The report argues that President Mugabe is the greatest impediment to Zimbabwe's peaceful transition to a modern democratic state, and that he and his party, the opposition, as well as the international community, should plan for his departure at the earliest possible moment.
