This publication assesses the status of the peace process in Nagorno-Karabakh and offers suggestions to help create a more efficient dialogue. It discusses the ceasefire in place since 2004, noting Azerbaijan's reluctance to withdraw snipers from the line of contact, as well as the acceptance of the Madrid proposals as a framework for discussion. The publication also addresses Azeri and Azerbaijani civil society's failure to promote peacebuilding. It concludes that whilst both countries have moved closer to a preliminary agreement, key differences and significant opposition remain.
