This paper discusses the evolution of terrorist groups operating from Somalia in the absence of a functioning central government. The authors argue that a successful western backed counter-terrorism strategy needs to achieve broad public support and allow the establishment of a government of national unity. The paper suggests that only a comprehensive strategy designed to restore a legitimate and broadly inclusive government will allow to tackle the root causes of terrorism and prevent the country and the region from slipping into further destabilization.
