This briefing assesses the situation in Štrpce, which risks falling victim to the status dispute between Serbia and Kosovo. The publication discusses the competing authorities attempting to govern the enclave: an official government appointed by the UN, and a parallel regime; both Serb-led, and both incapable of performing their duties. It argues that local elections scheduled for November 2009 offer the best opportunity to end the rivalry and improve relations between Serbia and Kosovo.
