This report reviews the EU's capacity to deal with state weakness. While the EU prides itself on being a 'civilian power,' it is not ready to live up to these expectations, the authors argue. They begin by examining Europe's experience in Bosnia. They then look at the member states and at the EU bureaucracy to identify problems. They conclude by providing policy recommendations, suggesting a new way of doing missions.
