This report assesses the claims of Pakistan's military as to its successful countering of Islamist militant networks in the Federally Administered Tribal Areas (FATA) and identifies fundamental structural reforms necessary to address the political vacuum existing there. It discusses the dysfunctional governance structure in FATA and lack of reform before examining the costs of conflict through the spread of militancy, a shattered economy and conflict-induced displacement. The report then explores challenges to development in FATA and provides recommendations as to progress in terms of policy and prioritization. It concludes by addressing the role of the US in the process.
