This report examines Fatah's difficulties, arguing that the organization is in urgent need of redress. According to the authors, a strong national movement is needed whether negotiations succeed and an agreement must be promoted, or they fail and an alternative project must be devised. They formulate recommendations on the definition of the movement's agenda, plans to carry it out, and relations with other actors.
