This briefing contends that, although Bosnia and Herzegovina's post-war status quo has ended, the international community risks muddling the transition by delaying decisions on a new kind of engagement. It recommends that Bosnia's leaders adopt as much as possible of the EU-US proposal to end the mandate of the High Representative. As for the international community, the authors argue that it should end its protectorate in favor of a new, EU- and NATO-led approach including strong security guarantees.
