This briefing offers a description of the situation in Haiti. The authors outline the main technical, political, and security obstacles that must be overcome in order for Haiti's 2005 elections to be held on schedule. They urge all major actors, including the UN mission (MINUSTAH) and Haiti's transitional government, to work harder at ensuring credible elections, a satisfactory turnout, and a legitimate new government.
