This policy brief analyzes the steps that should be taken by the Sudanese government and the international community to avoid an implosion of Sudan. It proposes to negotiate a Darfur peace agreement that allows Darfuris to vote in national elections; to implement legal reforms necessary for a fair national election process; and to agree on the terms of the South’s referendum on self-determination. It also emphasizes the need for strong and unified international facilitation.
