This publication presents the impunity problem from which a small but significant number of Canadian mining companies benefit abroad. The author says that the Canadian government is receptive to these concerns and hesitates to extend its legal reach for fear of violating the sovereignty of host governments. The publication argues that policy change is needed because the current approach leaves civilians in developing countries vulnerable to abuse and damages Canada’s image abroad. The author also argues that Canada is lagging behind in an area where it should lead.
