This paper critically examines the relevance of the US intelligence community to the counterinsurgency strategy in Afghanistan. It recommends sweeping changes to the way the intelligence community thinks about itself - from a focus on the enemy to a focus on the people of Afghanistan. The authors argue that because the US has focused on analytical intelligence gathering, the intelligence apparatus finds itself unable to answer fundamental questions about the environment in which it operates and the people it is trying to protect.
