This paper examines the role of military contractors in wars involving the US. The authors argue that because of changes in business practices, the provision of government service, and the character of modern warfare, contractors in US conflicts are here to stay. The authors look at the history of contracting, the current status of contractors, as well as important military, legal and foreign policy implications.
