With the launch of the first ever Quadrennial Diplomacy and Development Review (QDDR), Washington echoes with calls for the State Department and the US Agency for International Development (USAID) to play a more prominent role in national security policy. The most surprising advocate for this view is Secretary of Defense Robert Gates. "America’s civilian institutions of diplomacy and development have been chronically undermanned and underfunded for far too long, relative to what we spend on the military," he observes.
