Through extensive research and personal interviews with US Navy and Air Force officials, this working paper synthesizes how America’s air forces are considering climate change in their near- and long-term planning and identifies the role energy concerns play in the services’ decision-making calculations. While the majority of this working paper will focus on the Air Force, observations about Navy aviation offer a point of comparison.
