This working paper outlines key steps the US State Department and USAID could initiate in pursuit of a planning process modeled on DOD force planning. The two civilian agencies are widely perceived to have lost substantial policy-making influence to the Defense Department (DOD), particularly since the invasions of Afghanistan and Iraq.
