This report outlines how the US and Japan can fully realize the alliance’s potential. We identify the benefits the alliance delivers to both partners and the costs the US and Japan would incur if the alliance foundered. Informed by an assessment of today’s strategic environment, we then lay out concrete steps to enhance US-Japan security cooperation and how to strengthen the bilateral institutions, public support, and fiscal health, which together constitute the alliance’s foundation.
