This edition of Russian Analytical Digest discusses the pertinent issue of Russian energy policy. Stefan Hedlund considers whether Russia can be rightly described as an energy bully in its neighborhood, Orttung analyses the possible future conflicts over energy in the Arctic, whilst Pirani assesses whether recent liberalization will lead to major changes in the gas market. These analyses are supplemented with statistics on the production and exports of Russian oil and natural gas.
