Nepal’s peace process has progressed in fits and starts since the signing of an agreement in 2006. But one issue has been repeatedly kicked down the road or tied to others: the agreed integration of some members of the Maoist forces into the Nepal Army. This report is based on interviews between January and July 2011 with all sides of the issue, including PLA forces most directly affected.
