This Briefing examines the need for a plan that is vital for any sustainable solution to political, economic and security problems in Haiti. Despite five years of government promises, the majority of Haitians still have limited access to justice, and mistrust of the formal judicial system is widespread. Donors need to end a history of competing and poorly coordinated projects and direct support to a single, integrated reform effort.
