This report discusses security cooperation on the Colombian border regions, and calls for more effective responses to the severe humanitarian problems. Improved relations between Colombia and its neighbors have not alleviated the plight of border communities, as porous borders have exposed these communities to intense armed conflict. The reports offers a number of recommendations to build on the current state of improved relations, to boost civilian state presence, and to improve the humanitarian situation on the ground.
