This report discusses the problems surrounding the integration of Bosnia and Herzegovina into the EU. With integration seen by many as a means of avoiding further ethno-political conflict, this paper formulates recommendations on how to overcome the stagnancy. The main reason behind the lack of progress as of September 2005 is the lack of police reform in Bosnia and Herzegovina, which is being blocked by the Serbian Democratic Party (SDS).
