This report discusses the October 2005 presidential and legislative elections in Liberia. It also considers the steps the country has to take in the reconstruction process, including in the areas of security, economic reform, and good governance. The report includes a description of the candidates contesting the election, and discusses how to ensure effective governance, sustainable security, the issue of citizenship, and judicial reform. The authors argue that the elections are likely to be transparent and fair. In order to avoid another war, however, reforms have to be implemented in a number of areas, and the international community must remain committed to helping Liberia.
