This report charts a solution to the dilemma in Kosovo posed by the restive northern city of Mitrovica and its hinterland. The authors claim that the international community - notably the Contact Group for Kosovo and the EU - has properly decreed Kosovo's final status must not involve partition, but it has not followed up with sufficient action. They suggest that the international community put more resources and energy behind a clear program of compromise, beginning with the appointment of a Special Commissioner to be responsible for the city through Kosovo's final status determination period, as transforming Mitrovica would increase the chances for a unified Kosovo.
