This report analyses the situation in Egypt after the presidential elections of September 2005 and before the legislative elections of November 2005. The author stresses that formal democracy and pluralism are not enough: the Mubarak National Democratic Party (NDP) needs actual competition and the country is in need of deep political reform. The paper discusses the existing opposition parties and the policies of the current government. It concludes with recommendations for the Egyptian Movement for Change and other extra-parliamentary groups calling for reform.
