This report can be seen and read as a follow-up to "Nagorno-Karabakh - Viewing the Conflict from the Ground" (ICG Europe Report 166). It moves on from the earlier historical analysis and instead discusses the possibilities for a concrete settlement package, despite the fact that time for a peace agreement seems to be running out. The author examines how to create an appropriate environment for a settlement to the Nagorno-Karabakh conflict; how to obtain public acceptance for a settlement; and how to implement sustainable peacekeeping. The author ends with a series of recommendations for the parties involved in the conflict.
