This report examines the situation in Indonesia after the October 2005 terrorist attacks on Bali, and two violent incidents in May 2005 in Maluku and Poso. The report offers an analysis of the success of jihadist networks in the region, as well as the historical background to the disturbances. The authors then put forward recommendations on how to systematically weaken the mujahidin networks, including the strenghtening of police and intellingence agencies, law enforcement, and community development programs.
