This briefing spells out an action plan for peaceful transition in the Democratic Republic of the Congo. It asks for free and fair elections, good governance and justice, an integrated national army and police force to establish security, disarmament, demobilization and repatriation of the Democratic Forces for the Liberation of Rwanda who try to threaten their homeland from the eastern Congo, and the fulfillment of the UN Mission in the Democratic Republic of the Congo (MONUC)'s mandate to protect civilians.
