This report offers a case study on Nepal and the Maoist insurgency that has transformed the state in the past decade through armed conflict and changes to the political structure. It gives background information on the structure, aims, and strategy of the Communist Party of Nepal (Maoist), or CPN(M). The report concludes that the movement is strong and flexible in its strategy, and that the insurgents will only make a serious effort to rejoin mainstream politics if they see sufficient advantages in it and are convinced that they will not make greater gains by other means.
