The CIA’s targeted killings with drones in Pakistan is a highly problematic practice that has continued to expand in secrecy without proper democratic control. In the US, targeted killing is regarded as an effective counterterrorism policy. This paper offers some possible explanations why the EU has apparently opted for a policy of silence regarding this controversial practice. The paper concludes that the EU most likely refuses to discuss the subject out of pragmatic considerations, rather than following a deliberate policy of silence.
