This study addresses the privacy implications of electronic communications interception for national security purposes. It does so with respect to four key areas: The legal mandate and accountability of the Communications Security Establishment Canada; New policy and institutional arrangements created by the 2010 Cyber Security Strategy; Cyber security and intelligence sharing under the 2012 Border Action Plan; and Regulated versus unregulated access to basic subscriber data held by telecommunications service providers under proposed new legislation.
