This issue of the Central Asia-Caucasus Analyst includes analytical articles and field reports on security issues facing the Central Asia-Caucasus region in April/May 2011. The analytical articles examine the counter-terrorism exercises carried out by the Shanghai Cooperation Organization (SCO); the exploitation of offshore oil in Kazakhstan; the PR projects financed by the Russian government in the name of economic development in the North Caucasus; and Pakistan's role in attempting to bring the Taliban to the negotiating table in Afghanistan. In addition, some shorter field reports provide accounts of economic modernization in Kazakhstan; rising food prices in Tajikistan; football as propaganda in Chechnya; and the political ramifications of Azerbaijan's Eurovision Song Contest victory.
