This issue of the Central Asia-Caucasus Analyst includes analytical articles and field reports on security issues facing the Central Asia-Caucasus region in November 2011. The analytical articles examine Putin's plans to form a Eurasian Union, the emergence of jihadism in Kazakhstan, Russian subsidies to the North Caucasus, and the political reforms ostensibly aimed at tackling nepotism in Tajikistan. In addition, some shorter field reports provide accounts of the dissolution of Kazakhstan's lower chamber by Presidential decree, the bilateral deal with Georgia sealing Russia'a accession to the WTO, plans to create a municipal police force in the Kyrgyzstani city of Osh, and unrest caused by gas shortages in Uzbekistan.
