This briefing paper discusses the 2005 parliamentary elections in Azerbaijan. International observers found nation-wide fraud, including ballot stuffing, unfair campaigning, improper counting, and tabulation. The report also discusses the developments regarding democratization and civil rights in more detail. The authors conclude that if Azerbaijan wants to be accepted as regional leader in the sphere of politics and economics, it has to put more effort in to political reform, and to redress the election day violations.
