This report examines the impact of the emergency decree that took effect in Southern Thailand on 19 July 2005. The state of emergency was imposed to cope with the low-level separatist insurgency in the mainly Malay Muslim provinces. The International Crisis Group criticizes the decree as heightening the risk of human rights abuses, and lists three cases to show that this fear is justified.
