This issue follows up on the Meeting of Governmental Experts (MGE) to discuss the practical details of weapons making, record keeping, and tracing. Drawing on the Chair’s Summary and the author’s own observations from the meeting this report presents the MGE discussions with a view to identifying some of the key impediments to full International Tracing Instrument implementation, as well as the various means of overcoming them.
