This report examines the partial surrender of the Popular Revolutionary Anti-Terrorist Army of Colombia (ERPAC), a Newly Illegal Armed Group (NIAG), which exposed shortcomings in the Columbian government’s justice system and in its anti-paramilitary strategy. Some of these shortcomings include securing only a partial surrender from ERPAC, levying potentially short prison sentences on group leaders, and leaving underlying criminal structures largely intact, including corrupt networks that reach well into the political and business worlds. Absent the corrections needed to resolve these problems, government efforts to combat similar groups will remain hampered.
