This report examines the November 2005 peace agreement between Nepal's mainstream parties and the Maoist rebels, and discusses its achievements and shortcomings. The authors claim that as long as the Nepal's king chooses not to come to the negotiating table - or is excluded from it - the potential for further confrontation remains. While civil society groups have welcomed the agreement, the United Nations and diplomatic missions have offered cautious endorsement.
