In advance of the pivotal presidential elections of 2012 which will determine whether Armenia has moved beyond its history of electoral fraud, this report examines the challenges facing the country. The authors argue that whoever is elected must achieve two things. First, they must accelerate the implementation of much-needed governance and economic reforms. Second, they should aim to restore momentum to diplomatic efforts to tackle the long-running territorial conflict with Azerbaijan that threatens regional stability.
