The first article in this issue looks at the impediments to the modernization of the Russian military, despite efforts after the 2008 Russian-Georgian War. The second article looks at the debate surrounding Russian conscription regulations. It concludes that although attempts have been made to create greater incentives to join the army, the number of volunteers entering service are too few for its needs.
