This paper analyzes Azerbaijan's economic transition over the past decade with a particular focus on the investment climate. Azerbaijan’s transition towards a market economy has been slowed by low levels of trust and high levels of corruption. Other hindrances include human rights issues and limited freedom of press. The author argues that unless and until Azerbaijan deals with these problems, shadows will continue to loom over its economic miracle.
