This publication explores the increasingly important role regional organizations play in the control of small arms and identifies the link between illicit small arms and regional conflict or regional security threat. The authors argue that trans-border cooperation, information sharing and regional harmonization in marking and tracing small arms are essential elements of an effective small arms control mechanism.
