This report contains the first set of findings obtained through the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects Implementation Monitor (PoAIM) ‘scoring’ system. It is based on a review of all 652 national reports submitted by states between 2002 and 11 June 2012. The report is divided into three parts. The first part provides an overview of the methodology used to score states’ reported implementation efforts; the second part provides details of the PoAIM findings; and the third part comprises recommendations and conclusions arising from the analysis.
